The second possibility is with IPs from the same range. Also in this case, the wesites are related ones. The penalty is the same as above, all websites are penalized. All will have pagerank 0. Same IP range is something like this: 201.109.12.1, 201.109.12.3, 201.109.12.2

Crosslinking is a very high risk technique, and is considered as spam. My advice, don't use it.

Links to bad neighborhoods
Having many links to bad neighborhoods can eventually result in penalties. When you are marked with links to bad neighborhoods GoogleBot will come once in a while or actually stop visiting your site, the pages you have in the google index will drop resulting in your whole website removal.

There are some possibilities when you might not be penalized for links. If you have been linking to a website that has been a great website for a long time but a spammer buys it transforming it in a bad neighborhood you won't get penalized. You do get penalized when the number of links is excessive.

Guest book spamming
Guestbook spamming is just like a FFA page, there's no difference between the two. When the PageRank was first introduced the FFA links pages have been created and guest books started being spammed with links to increase pagerank and popularity. Google is totally ignoring this kind of links. If you are using this kind of spamming you should stop spamming guest books for links. Also, don't link to a spam guest book.
